Keynote by Florence Buchholzer: Impact assessment supporting the legislative proposals for the Common Agricultural Policy post 2020

The proposal by the European Commission for the CAP after 2020 was presented on 1. June 2018 as part of the legislative proposals for the next Multiannual Financial Framework (MFF) – 2021-2027. Florence Buchholzer kindly provided us with some background information on the proposal and the impact assessment which lead to the proposal:

  • An illustrated four page fact sheet of the proposal is available in 22 languages from the webpage of the webpage of the European Commission (select “Modernising and simplifying the CAP”). The fact sheet explains the budget available, how to achieve the new nine CAP objectives, the new flexibility for EU countries and how the CAP is simplified.
  • The central element of the presentation of Florence Buchholzer will be on the impact asssesment itself, documented in the Staff Working Document “impact assessment". This report assesses economic, environmental and social impacts of policy options supporting the legislative proposals for the CAP Post 2020.
  • In the impact assessment, the Joint Research Centre of the European Commission also provided behavioural insights on environmental issues, as summarised in Annex 8 of the “impact assessment” (scroll down in this document to the heading “Annex 8 - Behavioural evidence from focus groups with European farmers on approaches to encourage more environmental-friendly practices" )
